Statewide articulation agreements are part of the state's commitment to a seamless, student-centered transfer pathway for Florida College System graduates, as described in Section 1007.23 of the Florida Statutes and Rule 6A-10.024 in the Florida Administrative Code.
The statewide articulation policy guarantees every A.A. graduate from a Florida College System institution the following:
- Guaranteed admission to one Florida public university or Florida College System institution if it offers baccalaureate degree programs, except for a limited-access or teacher certification program or a major program requiring an audition.
- Priority general admission over out‑of‑state. Admission to a specific university or specific program is not guaranteed.
- Access to mathematics pathways, meta-majors, and career information in order to facilitate seamless transfer of credits, reduce excess credit hours, and ensure students take the courses needed for their future careers.
- No additional General Education courses may be required at another Florida public institution once a student's 36‑credit General Education requirement is met on their official transcript.
- Acceptance of sixty (60) credit hours that comprise a completed Associate in Arts degree.
- Courses with the same prefix and number in Florida's Statewide Course Numbering System (SCNS) are treated as equivalent upon transfer between participating public institutions.
- Acceptance of credits earned through AP, CLEP, Dual Enrollment, IB, DANTES, or Excelsior.
Students without an A.A. degree seeking admission to a state university do not receive all the guarantees provided by the Articulation Agreement. They may be denied admission or lose credit when transferring. In most cases, students without an A.A. degree will have to meet freshman admissions standards.
Students who complete a S.A.A.T degree at a Florida College System institution are guaranteed admission to the upper‑division bachelor's program identified in the degree's approved articulation agreement, consistent with Section 1007.25, Florida Statute. All completed coursework in the program of study is accepted in full by the receiving university, including general education, foreign language proficiency, and civic literacy competency. Students must earn a cumulative 2.0 GPA, and the receiving institution may determine whether a D meets major requirements.
Students who complete an A.S. degree transfer to a bachelor's program. Fifteen (15) credits of General Education courses transfer and count toward the 36-credit bachelor's General Education requirement. The remaining credits needed to reach the 36-credit general education requirement are the only courses Florida colleges or universities may add. English and mathematics courses must meet the requirements set forth in Rule 6A-10.030, F.A.C., and Board of Governors Regulation 6.017.
Some A.S. programs are covered by Capstone Agreements or Career Ladder Agreements, which accept block credits, guarantee admission to the linked bachelor's program (with some exceptions), and require public institutions to honor the statewide transfer of credit.
Section 1007.23, Florida Statutes, establishes statewide articulation agreements for the A.S. degree and facilitates the seamless transition of students across and among Florida's educational entities. These agreements are intended to serve as a minimum guarantee of articulated credit and do not preclude institutions from granting additional credit under local agreements.
Statewide articulation agreements that specify how particular A.S. degrees transfer into designated bachelor's programs at public institutions are documented and maintained by the Articulation Coordinating Committee. The committee reviews agreements periodically (no more than once per year) to ensure continued effectiveness; any recommended updates require approval by both the State Board of Education and the Board of Governors before taking effect.
