INTRODUCTION TO PUBLIC ADMINISTRATION Prerequisite: Admission to the B.A.S degree in Public Safety Administration This course provides a foundation to students for understanding administration in the public sector. Among the themes, issues, structures, and various theories of administration that guide public supervisors, managers and leaders, the students will explore several components and core functions of public administration such as personnel management, budgeting, policy, regulation, laws, relations, and culture. It is recommended that this course be taken during the first semester in the program.

PAD 3034. PUBLIC POLICY.

PUBLIC POLICY Prerequisite: Minimum grade of C in PAD 3040 and Admission to the B.A.S degree in Public Safety Administration. This course is designed to provide students with a broad perspective of the public policy process. Students will learn how public policies are initiated, researched, delivered, implemented, and analyzed. The course will focus on the impact that the political, economic, cultural, and bureaucratic context has on policymaking process and outcomes. The course will emphasize agenda setting, program design, and implementation.

PAD 3040. ETHICS AND VALUES IN PUBLIC ADMINISTRATION.

ETHICS AND VALUES IN PUBLIC ADMINISTRATION Prerequisite: Admission to the B.A.S degree in Public Safety Administration Students will learn the ethical dimensions of Public Administration and develop the awareness, skills, and value framework to act professional and ethically across a range of challenges and conflicts. Case studies will be presented throughout the course to allow students to apply theory to practice in the solving of real-world problems in the areas of public safety administration.

LEADERSHIP AND MANAGEMENT IN PUBLIC SAFETY ADMINISTRATION Prerequisite: Admission to the B.A.S degree in Public Safety Administration; Students will understand the role of the contemporary public safety executive, with an emphasis on basic leadership skill development as it relates to the core aspects of management practice.

CONTEMPORARY ISSUES IN PUBLIC SAFETY Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval. This course is an introduction to issues related to an area of legal, political, or social management that is not given in-depth coverage in other courses. Specialized topics and course content vary by semester, instructor, and section. Students should refer to the class schedule for specific course content each semester. This course, in different content areas, may be repeated for credit.

COMMUNITY RELATIONS: THEORY AND PRACTICE Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval, and a minimum grade of C in PAD 3040 This course will expose the student to community relations theory and practice within a broad range of public safety organizations. Students will understand why positive community perception of public safety is critical to funding and operational effectiveness. The students will explore the public safety responsibility in establishing business continuity both in preplanning and following a disaster. Each student will gain the insight and skills necessary to be effective in the community relations function of public safety administration.

PAD 3940. INTERNSHIP EXPLORATION/PRACTICUM IN PUBLIC SAFETY ADMINISTRATION.

INTERNSHIP EXPLORATION/PRACTICUM IN PUBLIC SAFETY ADMINISTRATION Prerequisite: 15 credits of Public Safety Administration core courses and departmental approval. This course is a planned work-based experience that allows students to observe/participate in practical workplace application of classroom theory and to assist in confirming their educational plans. In addition, the student will learn ethical and procedural requirements of observation within a public safety setting. Each earned credit of Internship requires a minimum of 80 clock hours of work. Multiple credit course. May be repeated for credit, but grade forgiveness cannot be applied. (Internship Fee: $10.00).

PAD 4089. NATIONAL INCIDENT MANAGEMENT.

NATIONAL INCIDENT MANAGEMENT Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval This course will examine effective management techniques required for coordination between state, local and private sector entities during disasters and emergencies. This course introduces the concepts of the Incident Command System (ICS), the National Incident Management System (NIMS) and the National Responses Framework (NRF). It will show how ICS, NIMS and the NRF provide a template for responsible agencies to work together to prevent or respond to threats and incidents regardless of cause, size, or complexity. The student will have the opportunity to complete NIMS-compliant self-study courses via FEMA and the Emergency Management Institute.

PAD 4232. GRANT ADMINISTRATION AND RESOURCE DEVELOPMENT.

GRANT ADMINISTRATION AND RESOURCE DEVELOPMENT Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval. This course explores the public budgetary, financial management and the grant writing process in public safety organizations. The course includes establishing goals and objectives, formulating strategies, creating a proposal summary and key components to a successful grant.

PAD 4414. PUBLIC PERSONNEL ADMINISTRATION.

PUBLIC PERSONNEL ADMINISTRATION Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval. The history, operating components, structural characteristics, and increasing impact of laws and related sanctions on personnel practices of public agencies. Case studies will be presented throughout the course to allow students to apply theory to practice in the solving of real-world problems in the areas of public safety administration.

PAD 4723. APPLIED RESEARCH METHODS FOR PUBLIC POLICY AND MANAGEMENT.

APPLIED RESEARCH METHODS FOR PUBLIC POLICY AND MANAGEMENT Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval, and a minimum grade of C in PAD 3003, PAD 3034, and PAD 3040 This course provides an overview and application of qualitative and quantitative decision-making methods for public safety management. The course includes research design, ethical considerations, research management techniques and application to public policy.

PAD 4878. PUBLIC SAFETY ADMINISTRATION: CAPSTONE.

PUBLIC SAFETY ADMINISTRATION: CAPSTONE Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval, and a minimum grade of C in PAD 3113, PAD 4414, and PAD 4723. Pre or Co-requisite: PAD 3113, PAD 4414 The Capstone course is designed to integrate and synthesize the entire course of study in the Bachelor of Applied Science of Public Safety Administration program. Students will demonstrate knowledge of theory and practice of Public Safety Administration.

PAD 4931. SELECTED TOPICS IN PUBLIC SAFETY ADMINISTRATION.

SELECTED TOPICS IN PUBLIC SAFETY ADMINISTRATION Prerequisite: Admission to the B.A.S degree in Public Safety Administration or departmental approval For students interested in exploring further special public safety administration topics through research, discussions, and observations. Topics selected from areas of criminal justice, industrial security, hospitality security, homeland security, fire, and emergency management. Students may earn from one to three hours of credit each time course is offered. May be repeated for credit, provided a different topic explored each time, but grade forgiveness cannot be applied.
