Civic Literacy Requirement

Overview

In accordance with Section 1007.25, Florida Statutes, and Rule 6A‑10.02413, Florida Administrative Code, students pursuing an Associate in Arts, Associate in Science, or applicable bachelor's degree must demonstrate civic literacy competency as a requirement for graduation from Valencia College, unless exempt under state statute or rule. The civic literacy requirement ensures that students develop an understanding of the principles and practices of American democracy and of the United States Constitution. Students will also gain an understanding of how the founding documents, Supreme Court cases, and landmark legislation shaped government and society.

Requirement

Students initially entering a Florida College System institution in the 2021-22 school year, and thereafter must demonstrate competency in civic literacy prior to graduation by:

  1. successful completion of an approved civic literacy course or prescribed assessment*; and
  2. by achieving a passing score on the Florida Civic Literacy Examination (FCLE).

Civic Literacy Courses

Students must successfully complete one of the approved civic literacy courses:

This course must be completed with a grade of C or better.

Florida Civic Literacy Examination (FCLE)

Students are encouraged to take the Florida Civic Literacy Examination (FCLE) while they are enrolled in, or upon recent completion of, AMH 2010, AMH 2020, or POS 2041. 

Alternative Ways to Satisfy the Requirement*

Students who receive a passing score on one of the prescribed assessments will satisfy the course and FCLE requirements: 

  • AP Government and Politics: United States with a score of 3 or higher,
  • AP United States History with a score of 4 or higher,
  • CLEP American Government with a score of 50 or higher, or 
  • CLEP History of the United States I with a score of 50 or higher.

When applicable, approved exam credit will be applied in accordance with Valencia College’s alternative award of credit policies.

Responsibility and Verification

It is the student’s responsibility to ensure that civic literacy requirements are satisfied prior to graduation. Completion of the requirement is verified during the graduation review process.
